I don't know of many germs that can cause illness in 15 seconds or less--at least not any that Purell can help with. The ambiguity in this sentence could have been avoided by placing "in as little as 15 seconds" at the beginning of the sentence: "In as little as 15 seconds, it kills most common germs that may cause illness."
